Fatwa No. ( 20227 )
Q: We are presenting to Your Eminence the Badr Governorate in the Prophet’s City , where people have differed regarding the determination of their spatial miqat for entering the state of ihram. Some of them have mentioned a fatwa from Your Eminence stating that they should enter ihram from their homes in Badr . Shaykh:
The Badr Governorate is located in the southwest of the Prophet’s City , and is 150 kilometers away from the city and from the miqat of Abwa’ . This governorate is situated on the old road from Makkah to the city. This governorate is approximately 120 kilometers away from the Rabigh Governorate and from the miqat of al-Juhfah . The spatial order from Makkah to the city is as follows: We travel from the Noble Makkah to the miqat of al-Juhfah , then to Badr , then to Abwa’ , then to the Prophet’s City . Then, Badr is located on the road of the people of the Levant , and they pass by the side of Badr , then they travel with the people of Badr on the same road until they reach the miqat of al-Juhfah . In fact, Badr does not align with any of the miqats; rather, it is located after the miqat of Abwa’ from the direction of Makkah and before the miqat of the people of the Levant . So, is the miqat of Badr from the miqat of the people of the Levant ( al-Juhfah ) or from their homes? This is so that people may be clear about their matter and the problem occurring among them may be resolved. May Allah preserve you and protect you.
A : It is obligatory for you to enter ihram from the place where you reside if you intend to perform Hajj or 'Umrah; based on the saying of the Prophet (peace and blessings be upon him): And you are before the miqat of the city. May Allah guide them all. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.

And whoever is before that - i.e., before the miqats - his place of entering ihram is from his home.
ومن كان دون ذلك - أي: دون المواقيت - فمهله من أهله
