Q: A man suffering from urinary incontinence wants to perform Hajj and 'Umrah. Is it permissible for him to wear short trousers under his thobe to prevent the spread of urine and to keep his thobe pure, given the difficulty of constantly washing it, especially during the period of Hajj?
A : If a person in a state of ihram needs to wear short trousers because he is suffering from incontinence to prevent urine from dripping onto his body and clothes, there is no harm in doing so. He must pay an expiation, choosing between feeding six poor people, giving each poor person half a sa' of food, or fasting for three days, or slaughtering a sheep to be distributed to the poor, by analogy with shaving the head when one needs to shave it while in a state of ihram. Allah the Exalted said:[Al-Baqarah 2:196] ,
and the Prophet (peace and blessings be upon him) clarified that by what we have mentioned. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
