Fatwa number ( 16954 )
Q: I heard from some of the brothers that one who is afflicted with incontinence of urine or wind must perform wudu for every prayer in a short time. If this statement is correct, what is the evidence for it? Is it obligatory for the one afflicted with incontinence to perform istinja for every prayer? Is it obligatory for him to remove the impurity from the cloth he placed so that drops of urine do not reach his garment?
If it is Friday, does he wait until the imam is about to complete the second khutbah and then perform wudu? Is it permissible for him to perform wudu at home and then come to the mosque? And regarding the issue of wiping over the khuffayn, sandals, and socks, if he completes the Zuhr prayer, for example, and then the one afflicted with incontinence puts on the khuff and what is included in its meaning, is it permissible for him to wipe for the next prayer?
A : One who is afflicted with permanent incontinence of urine, when the time for prayer enters, he performs istinja and places something on his penis to prevent the dripping of urine, then he performs wudu and prays, and so on for every prayer. The evidence is the saying of Allah the Exalted:[At-Taghabun 64:16] , and because the Prophet (peace and blessings be upon him) ordered the woman with irregular bleeding to bind herself and perform wudu for every prayer. It is permissible for the one with the aforementioned incontinence of urine, when he performs wudu, to wear the khuffayn and wipe over them until the end of the period; due to the generality of the evidence. And Allah knows best. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
