Q45: Muhammad from Riyadh asks: Is it permissible to seek nearness to Allah the Exalted through the surahs of the Qur'an? For example, saying: "I ask Allah, the Most High, the All-Powerful, by such-and-such a surah"?
A45: Seeking nearness (tawassul) is approaching Allah, Mighty and Majestic, by His names and attributes, using them to seek nearness and calling upon Him by them, as the Exalted said:[Al-A'raf 7:180]. Therefore, seeking nearness to Allah, Glorified and Exalted, by His names and attributes is prescribed, and it is a permissible form of seeking nearness that is a cause for the answer to be granted by the permission of Allah. Among the attributes of Allah, Mighty and Majestic, is His speech, for the speech of Allah is among His essential attributes. The Qur'an is the speech of Allah, Glorified and Exalted, in its surahs and verses, in its general and specific details; it is the speech of Allah. So if you seek nearness to Allah by the Qur'an, or by a surah from it, or by a verse from it, asking Him to answer your supplication, this is a prescribed form of seeking nearness.

And to Allah belong the best names, so invoke Him by them. And leave [the company of] those who practice deviation concerning His names. They will be recompensed for what they have been doing.
وَلِلَّهِ الْأَسْمَاءُ الْحُسْنَى فَادْعُوهُ بِهَا وَذَرُوا الَّذِينَ يُلْحِدُونَ فِي أَسْمَائِهِ سَيُجْزَوْنَ مَا كَانُوا يَعْمَلُونَ
