Q1: At the end of the blessed month of Ramadan in the year 1416 AH, I did not pay the zakah for myself or my family members, as I had work that prevented me from paying the fitrah , knowing that I had intended to pay it along with this year's fitrah. Is this permissible, and what is the ruling in this matter?
A1 : The obligation of zakat al-fitr becomes established for anyone who witnesses the setting of the sun on the night of 'Id al-Fitr, and the last time for paying it is on the day of 'Id before the prayer. Whoever delays it beyond that time without an excuse commits a sin and is required to pay it as a make-up (qada'), and it is a charity among charities; based on the hadith of Ibn 'Abbas (may Allah be pleased with them both):
If anyone pays it before the prayer (of 'Id), it will be accepted as zakat. If anyone pays it after the prayer, that will be a sadaqah like other sadaqahs (alms).من أداها قبل الصلاة فهي زكاة مقبولة، ومن أداها بعد الصلاة فهي صدقة من الصدقات

It was narrated by Abu Dawud in his Sunan (Vol. 2, pp. 262-263, No. 1609), and Ibn Majah and al-Daraqutni and al-Hakim narrated something similar. A Muslim should not be negligent about this obligatory duty, nor be preoccupied with anything else; because it is a purification for the fasting person from idle talk and obscenity, and food for the poor. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
