Q: I found a watch worth about 35 riyals in Mina during the days of Hajj, and I did not know that taking a lost item in the Haram is not permissible except for one who announces it. When we returned to our country, I learned of this. What is the ruling?
A: It is not permissible to take a lost item in the Haram except for one who intends to announce it; by calling out about it until he finds its owner and hands it over to him; based on the saying of the Prophet (peace and blessings be upon him) regarding Makkah :
the things dropped there are to be picked up only by one who publicly announces itولا تحل لقطتها إلا لمنشد

Therefore, what you did in taking the watch you found in Mina and remaining silent about it is a matter that is not permissible. You must repent of that, and send the watch to the honorable head of the Grand Court in Makkah and inform him of the truth, along with giving him a copy of the fatwa to take the necessary action regarding it, according to the court’s instructions for lost items in the Haram . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
