After that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the imam of the mosque of: (Abdullah ibn al-Mubarak ), Shaykh: al-Mahdi ibn Farhan al-Anazi , which was referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (243) and date 13/2/1430 AH. His Eminence asked a question, the text of which is as follows: We live in a densely populated neighborhood, and there is an old mosque in it that is misaligned with the Qiblah, which forced us to direct the carpets toward the Qiblah. A donor came and built a mosque inside the walls of the old mosque, and we no longer have a need for the old mosque. After considering how to utilize it in a way that would benefit the neighborhood, and after taking measurements of the neighborhood as well as
the neighboring neighborhoods, we did not find any Quran memorization centers for women. We found that establishing a center in this old mosque would be very appropriate. Therefore, we ask your Eminence: Is it permissible to convert the old mosque into a center for teaching women to memorize the Quran? We hope for your Eminence’s written response so that the congregation of the mosque can see it, and so that we may dispel doubt with certainty. May Allah guide you. Also, the Committee has reviewed the response of His Excellency the Minister of Islamic Affairs, Endowments, and Guidance, number (5 3 \ 2866) and date 25/11/1431 AH, which stated that the old mosque mentioned in the question has been rendered unnecessary after a new mosque was built next to it.
After the Committee studied the inquiry, it responded: It is permissible to build a women’s center for teaching the memorization of the Quran on the land of the old mosque in question, which has been replaced by another mosque and is no longer needed. The land of the old mosque and the women’s center for teaching the memorization of the Quran to be built on it shall remain as an endowment (waqf) attached to the new mosque.
