A7: The one who called the adhan has the greater right to perform the iqamah. There is a hadith reported on this matter from the Prophet (peace and blessings be upon him), in which he said to Bilal (may Allah be pleased with him) when he moved forward to perform the iqamah one day, while Ziyad ibn al-Harith al-Sada'i had called the adhan: . :
Indeed the brother from Suda' has called the Adhan, and whoever calls the Adhan he calls the Iqamah.إن أخا صداء أذن ومن أذن فهو يقيم

It was narrated by the Imam Ahmad and al-Tirmidhi , who graded it as weak, but he said: "The practice of the majority of the scholars is that the one who calls the adhan is the one who performs the iqamah." End of quote. This is in terms of having the greater right. Otherwise, it is permissible for one person to call the adhan and another to perform the iqamah, by consensus.
