The mu'adhdhin has the right over the adhan, and the imam has the right over the iqamah

Machine translationRead the Arabic original
The first question of Fatwa No. ( 18793 )
Q 1: It is reported in an athar: ( The mu'adhdhin has the right to the adhan, and the imam has the right to the iqamah ). Is the imam's right to the iqamah regarding its timing, or does it mean he can transfer it from the mu'adhdhin to someone else?
A 1: The meaning of the hadith is that the imam is the one who orders the iqamah of the prayer, and it does not mean that he orders someone other than the mu'adhdhin to do it without a valid excuse; because this is contrary to the Sunnah; as narrated by Abu Dawud and al-Tirmidhi from the Prophet (peace and blessings be upon him) that he said:
and whoever calls the Adhan he calls the Iqamah.من أذن فهو يقيم
Jami` at-Tirmidhi 199Da'if (Darussalam)
And al-Tirmidhi said: The practice of most scholars is based on this hadith, that the one who calls the adhan is the one who calls the iqamah, and their acceptance of the hadith strengthens it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
