Q: We inform Your Eminence that we have observed that many wheat farmers, when paying zakah on the value of the wheat they delivered to the silos, are content with what was deducted by the silos as zakah on the wheat itself, not on its value. This value remains
with the silos, usually for seven months or more. After receiving it, he completes the lunar year of possession with it, and perhaps he delays receiving it from the silos until the lunar year is completed there. He does not pay zakah on this value, believing that what was deducted by the silos is sufficient and exempts him from the zakah on the value of the wheat he sold to them. Since it appears to us that what the silos took, which is half of one-tenth, is considered zakah on the wheat, whereas the value is subject to zakah whether the lunar year is completed with the silos or with him, and since most people are in this situation, I thought it best to present the matter to Your Eminence to take what you see fit regarding what has been mentioned, and to issue a written ruling on it, providing us with a copy, so that Allah may make it beneficial. May Allah bless you and conclude your affairs with good, and peace be upon you.

A: What the silos deduct, which is half of one-tenth, is the zakah on the wheat. As for the value of the wheat, its owner begins the lunar year of possession from the date of receiving the value. If the lunar year is completed on an amount that reaches the minimum threshold (nisab) from the date of receipt, zakah becomes obligatory on it, which is one-quarter of one-tenth. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
