Q: Your Eminence, the Grand Mufti of the Kingdom of Saudi Arabia, peace be upon you and Allah’s mercy and blessings. To proceed: I am interceding with Your Eminence regarding the petition submitted by the citizen: (M. H. R), number (1758) on 30 \ 10 \ 1417 AH, which includes a request for a ruling on
his question: He states that he sold the certificates of his farm, which he did not cultivate, to one of his relatives for the sum of forty thousand riyals. The buyer purchased wheat from one of the agricultural companies at a price of (85) halalas per kilogram, and submitted it to the Silos Authority at a price of two riyals per kilogram. He asks about this. I hope Your Eminence will issue a ruling for him. May Allah preserve you, guide your steps, and make Paradise our and your abode. And peace be upon you and Allah’s mercy and blessings.
A: It is not permissible for the farmer to sell the certificates of his farm, and for the buyer to purchase wheat from one of the agricultural companies or others at a price lower than what the Silos Authority pays for it, and then submit it to the Authority as the produce of the original seller’s farm. The contract is invalid because it involves lying and deceiving the state’s regulations. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
