A2: The Witr prayer is a confirmed recommended practice (sunnah muakkadah), and the one who leaves it does not commit a sin, but it is disliked
to leave it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
