Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. Having reviewed the matter sent to His Eminence the Grand Mufti by the questioner: Khalid ibn 'Abd Allah Rajab, the supervisor of the Social Solidarity Fund of Saudi Telecom Company, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (1226) and date 28/7/1427 AH, the Permanent Committee for Scholarly Research and Ifta has examined the question, the text of which is as follows: I refer to the start of Saudi Telecom Company implementing the Social Solidarity Fund program for its employees, with the aim of strengthening the bonds of brotherhood, cooperation, and mutual support among them, and raising their level of belonging to the company by providing them with financial assistance to alleviate the distress of those in need and to overcome the livelihood difficulties they may face. The fund's system consists of the following articles: First: Objectives of the program: 1- Purpose: To provide non-repayable financial grants (solidarity grants) and interest-free, repayable benevolent loans to eligible company employees, with the aim of strengthening the bonds of brotherhood, cooperation, and mutual support among them and increasing their loyalty to the company.
2- Scope of application: Saudi Telecom Company employees benefit from the program according to the conditions prepared for it. 3- Definitions: A- Solidarity Grant: An amount disbursed as assistance (non-repayable) to employees whose need is established from the solidarity program after a case study, with a maximum limit of (20,000) twenty thousand riyals. B- Benevolent Loan: A repayable loan that employees benefit from according to the priority of their need, with a maximum limit of four basic salaries and not exceeding (30,000) thirty thousand riyals. Second: Contribution to supporting the program: A- From the company: The company allocated a financial amount for this program at its establishment and decided to support the program with a fixed annual amount. B- From the employees: The program accepts contributions from employees or those wishing to support its charitable solidarity activities, subject to the employee's consent to deduct the amount they choose for the benefit of the program, either monthly or as a one-time payment. C- Contribution mechanism: - The employee fills out the program contribution form electronically via the link. - The request is sent via the link to the Human Resources Department of the employee's affiliation to deduct the contribution amount and notify him thereof. D- Mechanism for modifying the contribution amount: - The employee fills out the request form for modifying the contribution amount electronically via the link. - The request is sent via the link to the Human Resources Department of the employee's affiliation to modify the contribution amount and notify him thereof. E- Mechanism for canceling the contribution: - The employee fills out the request form for canceling the contribution electronically via the link. - The request is sent via the link to the Human Resources Department of the employee's affiliation to stop the deduction of the contribution amount and notify him thereof. Third: Benefiting from the program: A- Obtaining the Solidarity Grant (non-repayable). Conditions for obtaining the solidarity grant: 1- The applicant must be an employee of Saudi Telecom Company with urgent circumstances requiring assistance. 2- The employee submits a formal request for the solidarity grant via the link, attaching the required documents. 3- The employee applying for the grant consents to a visit by specialists to assess his situation and prepare a report on it. 4- The employee consents that submitting a request for the solidarity grant does not necessarily mean the acceptance of his request, either in full or in part. 5- The maximum limit for the solidarity grant is (20,000) twenty thousand riyals. Mechanism for obtaining the solidarity grant: 1- The employee wishing to obtain the solidarity grant fills out the specific form electronically via the link, attaching copies of the supporting documents. 2- In the event of an employee's death, an employee of the Loans and Savings Department fills out the form and attaches copies of the supporting documents on behalf of the employee, after his relatives express their desire for this. 3- The Loans and Savings Department studies the request and prepares a detailed report on the employee and his situation in coordination with the region where he works, then presents the case to the program's supervisory committee to make the appropriate decision.
4- If the request is approved, the approved grant amount is deposited into the employee's account. 5- If the request is not approved, the Loans and Savings Department notifies the employee thereof. B- Obtaining the Benevolent Loan (repayable). Conditions for obtaining the benevolent loan: 1- The employee must have been with Saudi Telecom Company for a continuous period of at least three solar years. 2- The employee requests the benevolent loan via the link and writes the justifications for the request. 3- The benevolent loan request must not exceed four basic salaries, with a maximum limit of (30,000) thirty thousand riyals. 4- Repayment is made by deducting a percentage (10%) of the employee's basic salary monthly until the loan amount is fully paid. 5- The employee consents that submitting a request for the benevolent loan does not necessarily mean its acceptance, either in full or in part. 6- In the event of resignation or termination of employment, the remaining amounts owed to the program are deducted from the employee's dues with the company.

4- If the application is approved, the approved grant amount is deposited into the employee's account. 5- If the application is not approved, the Loans and Savings Department notifies the employee accordingly. B- Obtaining the Benevolent Loan (Repayable): Conditions for obtaining the benevolent loan: 1- The applicant must be an employee of Saudi Telecom Company for a continuous period of at least three Gregorian years. 2- The employee must request the benevolent loan via the link and write the justifications for the request. 3- The request for the benevolent loan must not exceed four basic salaries, with a maximum of (30,000) thirty thousand riyals. 4- Repayment must be made by deducting a rate of (10%) from the employee's basic salary monthly until the loan amount is fully repaid. 5- The employee must agree that submitting a request for the benevolent loan does not necessarily mean it will be accepted, either in full or in part. 6- In the event of resignation or termination of employment, the remaining amounts owed to the program are deducted from the employee's dues with the company.
7- In the event of death, the employee's heirs are exempted from the remaining amount. Procedure for obtaining the benevolent loan: 1- The employee wishing to obtain a benevolent loan must fill out the loan form electronically via the link. 2- The Loans and Savings Department studies the application and prepares a detailed report on the employee, presenting it to the program's supervisory committee to make the appropriate decision. 3- If the application is approved, the approved amount is deposited into the account of the employee applying for the benevolent loan. 4- If the application is not approved, the Loans and Savings Department notifies the employee accordingly. We ask Your Eminence to kindly issue a fatwa on this fund regarding its Sharia-compliant status, according to the articles mentioned above. May Allah preserve you. After the committee studied the articles of the Social Mutual Aid Fund system for Saudi Telecom Company in the Kingdom, as mentioned in the question, it issued a fatwa stating that it sees no Sharia impediment to this fund with the articles mentioned.
