Q: One of the brothers has a point of sale (purchase) in his store, and this ATM serves his customers and those who need more or less liquidity than (100) riyals. This device requires a telephone and electrical connection and an employee to serve the customers. An illustrative example: If a citizen comes and wants to withdraw fifty riyals from his bank account, the store owner swipes the ATM card through the device and waits until the transaction is accepted, provided there is a balance in the citizen's account at the bank. Then the result appears on a paper from the device that the transaction is accepted, and then the store owner gives the citizen forty-five riyals after deducting five riyals as a service fee for the device .
Therefore, I hope you will issue a fatwa for us on the permissibility or prohibition of this.

A: No legal impediment appears to prevent such a thing; because the owner of the commercial establishment provides a service to others through this machine, and he has the right to take a sum of money for this service, except that this amount must be fixed in every transaction; because the service is one, and the questioner's description of that service as a sale or currency exchange is an incorrect description, rather it is a license.
