Q: I am seeking a ruling regarding the issue that has been raised concerning the ruling on withdrawing money from the automated teller machines of a bank other than the one in which the funds were deposited, where a fee of (4.60) riyals is deducted for each withdrawal transaction, and this also applies when using the point-of-sale machines in commercial establishments. May Allah grant success. Your Eminence, the questioner has stated that the bank from which the withdrawal is made takes two riyals from the bank where the withdrawer has an account, and two riyals are also taken from the bank where the withdrawer’s balance is held, for the benefit of the automated teller machine company, and sixty halalas are taken from the withdrawer’s own account for the benefit of the bank where his balance is held
because he did not withdraw from his own bank’s machines.

A: It is permissible to withdraw money from the automated teller machines installed by banks, using the automated teller card, and what is paid for this is considered a fee for the service of withdrawing from these machines.
