[Al-Baqarah 2:197]
and the permissibility of intercourse for one who has performed the second exit from the state of consecration?

A5 : The meaning of the saying of Allah the Exalted:
so whoever has made Hajj obligatory upon himself therein [by entering the state of ihram], there is [to be for him] no sexual relations and no disobedience and no disputing during Hajjفَمَنْ فَرَضَ فِيهِنَّ الْحَجَّ فَلا رَفَثَ وَلا فُسُوقَ وَلا جِدَالَ فِي الْحَجِّ
[Al-Baqarah 2:197]
is: He obligated himself to begin it by entering the state of consecration for it. Therefore, the pilgrim is forbidden from intercourse while in the state of consecration, and he exits the state of consecration by the second exit. Thus, by that, everything that was forbidden to him while in the state of consecration becomes permissible to him, including women.
