If one misses the congregational prayer, does he pray the greeting of the mosque or the obligatory prayer?

Machine translationRead the Arabic original
The first question of Fatwa No. ( 20078 )
Q 1: If one of us enters the mosque and has missed the obligatory prayer with the congregation, does he pray the greeting of the mosque (i.e., two rak'ahs) first, or does he pray the obligatory prayer and suffice with that alone?
A 1: If a Muslim enters the mosque and has missed the congregational prayer, he is not required to pray the greeting of the mosque; rather, he prays the obligatory prayer that he missed, and that suffices for the greeting of the mosque. However, if there is a regular voluntary prayer (rawatib) before it, such as for the midday (Zuhr) and dawn (Fajr) prayers, it is prescribed for him to pray its rawatib before it, provided he did not pray the rawatib before coming. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
