When does the period for wiping over leather socks begin?

Fatwa number ( 17201 )
Q: There are many people who wipe over their leather socks until they perform wudu' for the Fajr prayer, then they put on the socks. At the time of the Zuhr prayer, they wipe over the socks, then take them off to pray, and then put them back on. Consequently, the day and night are counted from the Zuhr prayer. Likewise, if they wipe for the 'Asr prayer, then take them off, pray 'Asr, and then put them back on, the day and night are counted from the 'Asr prayer, and so on. Is this correct?
A: It is prescribed that if a person puts on socks or leather socks after performing wudu' for the Fajr prayer, and then performs the first wipe for the Zuhr prayer, the period begins from this wiping, according to the correct opinion. The duration is one day and one night for a resident, and three days and their nights for a traveler. If he takes off the socks or leather socks after having wiped over them following a state of ritual impurity, his ritual purity is invalidated by that, according to the majority of scholars.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
