After that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the Minister of Islamic Affairs, Endowments, and Guidance, bearing number (4/113/365) and dated 12/2/1431 AH, which was referred to the Committee by the General Secretariat of the Council of Senior Scholars, bearing number (264) and dated 17/2/1431 AH. It contains a question regarding the translation of the Friday sermon for the deaf via sign language, and its text is as follows: I refer to the letter of the acting General Director of the Ministry branch in the Jazan region , bearing number (137/ش/9747) and dated 16/11/1430 AH, which is based on the letter of the Director of the Department of Endowments, Mosques, and Guidance in the Samtah Governorate , bearing number (286/ص/1751) and dated 6/11/1430 AH, accompanied by a letter from the head of the Committee for the Awareness of the Deaf and Hard of Hearing in Samtah. It includes their need to benefit from the Friday sermon, just as their brothers in other regions do, in order to enable them to understand the sermon through sign language in a special room adjacent to the mosque. Their number is approximately (140) individuals, and there is also someone available to attend this gathering and supervise it
on the translation, and he bears full responsibility for it. I hope you will inform His Eminence and direct us with what you deem appropriate for this case, so that it can be generalized to the Ministry branches in the regions of the Kingdom as a basis to follow.

After the Committee studied the matter, it issued the following ruling: It is permissible to translate the Friday sermon for the deaf via sign language, provided that they are in a special place within the mosque, so that it does not cause disturbance to others; because the Friday prayer is obligatory upon them and listening to the sermon is prescribed for them. This action achieves the purpose of hearing, understanding, and benefiting from the sermon.
