If a traveler approaches his town, may he avail himself of the concessions of travel?

Fatwa number ( 20595 )
Q: I was returning from a journey, and the time for the Maghrib prayer arrived before I reached my place of residence, which was about 20 km away. I stopped and prayed Maghrib. Is it permissible for me to combine and shorten the 'Isha' prayer with the Maghrib prayer? I will reach my place of residence before the time for the 'Isha' prayer, if Allah wills. If it is not permissible, what is required of me if I do so?
A: A traveler who has traveled a distance of more than eighty kilometers may combine and shorten prayers while traveling, either combining by bringing the later prayer forward or combining by delaying the earlier prayer, whichever is more convenient for him, until he reaches his town. If only a short distance remains before he arrives, it is better for him to pray the current prayer in its proper time and to pray the upcoming prayer in full, in congregation in the mosque, when he reaches his town. If he prays it with the first prayer by combining them by bringing the later one forward, that is permissible for him, because he is still a traveler. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
