Light rain and employees located outside the city: should they combine prayers?

Q 1: We are in the city of al-Bahah , and spring brings us rain, which may be heavy or light. Sometimes, while we are at our workplace during the time of the midday prayer, rain falls. And since the employees' locations are at varying distances from the workplace , ranging from person to person up to approximately 50 km, some wish for us to combine the midday and afternoon prayers in the workplace mosque. My question is: Are we permitted to combine the prayers in this case or not? Knowing that some are far from the city, as I mentioned, and that after leaving work and entering the time of the afternoon prayer, one may find clear weather in his town, while another may find rain. I ask your Eminence to issue a ruling on this matter.
A 1: It is not permissible for you to combine the prayers in this case due to the lack of a valid reason. It is obligatory for you to pray the midday prayer in its time and the afternoon prayer in its time; for Allah the Exalted said:[An-Nisa 4:103] . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
