Question:
One of the listening brothers sent a message asking Your Eminence about two matters:
The first matter is: He says: When it rains, especially in the evening, the adhan is called for the Maghrib prayer, and after performing the prayer, the Isha' prayer is performed combined, out of compassion for the worshippers because of the rain. Is that permissible, even though the times have changed from the past, and everything has become equipped for some people, such as transportation and the like?

Answer:
Yes, it is a dispensation from Allah. If the time of rain comes, there is no harm in combining the prayers as a dispensation. It is recommended to combine the prayers out of mercy for the people, to make things easy for them, and to prevent them from being forced to suffer by going out. Even if they do not combine, it is permissible for a person to pray in his house. It is established that he (peace and blessings be upon him) ordered prayer in the houses when rain is present, saying:
Pray in your homesصلوا في رحالكم
.
So the result is that if it becomes a time of rain, or the markets are slippery, and there is mud and slipperiness, then the Sunnah is to combine the Dhuhr and Asr, and the Maghrib and Isha'. And whoever does not combine, or if it is difficult for him to go out, he has the prayer in his house as an excuse for leaving the congregation. Yes.
