Q 2: If a man enters the mosque after the imam has concluded the prayer and finds one of the congregants completing his prayer, may he join him in a congregation where the congregant acts as the imam? This is done by standing to his right and patting his shoulder to inform him that he has joined him in the prayer? The questioner hopes that the honorable Shaykh will clarify certain points regarding a congregant leading the prayer, and forming a congregation while another congregation is present in the mosque.
A 2 : It is permissible for one who enters the mosque after the imam has concluded the prayer to follow one of the congregants who caught a part of the prayer with the imam and then stood up to complete what they missed of the prayer, and the congregant acts as the imam according to the correct opinion of the scholars. However, it is not permissible to establish a second congregation in the mosque before the first congregation has finished. Whoever enters the mosque and finds a congregation performing the prayer must join them. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
