The Prophet's hadith: "The best rows of men are the first ones, and the worst are the last ones"

Machine translationRead the Arabic original
The sixth question of the fatwa number ( 17900 )
Q6: Does not the general meaning of the Prophet's (peace and blessings be upon him) saying:
the best of the men’s row is the first and the worst of them is the last, but the best of the women’s rows is the last and the worst of them is the first.خير صفوف الرجال أولها وشرها آخرها، وخير صفوف النساء آخرها وشرها أولها
Sunan Abi Dawud 678Sahih (Al-Albani)
imply that when women come to the mosque, they should start with the row at the back of the mosque, and then if that row is filled, they line up in front of the first one, and so on?

A6 : The meaning of the hadith is that if the women are in rows and they are praying behind the men, then the last row is better; because it is more concealed from the men. However, if the women are concealed from the men, then the first row is better for them, like the rows of men, because the prohibition is removed. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
