Q: I have a brother who is sixteen years old, and he does not pray and I am unable to be strict with him or hit him; due to the age difference which is two years, and although my father rebukes me when I admonish him when I am eating, and we say to him: Do not eat with us; because you do not pray, my father is not convinced by that. Please respond to my question, so that I can convince my father of what will make my brother pray, and what is upon me if my brother does not pray, and what are the obligations that we can perform? Please inform us, may Allah reward you.
A: First: You should continue to call your brother to performing the prayer in the best manner, with gentleness in your calling of him, and explain to him its virtue
and its benefits and its obligatory nature, and that the one who abandons it in denial of its obligation is a disbeliever by consensus, and the one who abandons it out of laziness is a disbeliever according to the most likely of the scholars' opinions. Second: It is obligatory for the Muslim to enjoin his family and children to pray; in compliance with the saying of Allah the Exalted:[Taha 20:132] and His saying, Mighty and Majestic: [At-Tahrim 66:6] and the saying of the Prophet (peace and blessings be upon him): Sunan Abi Dawud 495Hasan Sahih (Al-Albani) , and accordingly, it is obligatory for your father to teach your brother the obligation of prayer, to command him to pray, and to hit him for it, and you should cooperate with him in that. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

And enjoin prayer upon your family [and people] and be steadfast therein. We ask you not for provision; We provide for you, and the [best] outcome is for [those of] righteousness.
وَأْمُرْ أَهْلَكَ بِالصَّلاَةِ وَاصْطَبِرْ عَلَيْهَا لاَ نَسْأَلُكَ رِزْقًا نَحْنُ نَرْزُقُكَ وَالْعَاقِبَةُ لِلتَّقْوَىO you who have believed, protect yourselves and your families from a Fire whose fuel is people and stones
يَا أَيُّهَا الَّذِينَ آمَنُوا قُوا أَنْفُسَكُمْ وَأَهْلِيكُمْ نَارًا وَقُودُهَا النَّاسُ وَالْحِجَارَةُCommand your children to pray when they become seven years old, and beat them for it (prayer) when they become ten years old; and arrange their beds (to sleep) separately.
مروا أولادكم بالصلاة وهم أبناء سبع سنين، واضربوهم عليها وهم أبناء عشر، وفرقوا بينهم بالمضاجع
