Continuous urinary incontinence and reaching the mosque carpet

Fatwa No. ( 19979 )
Q: We inform you that a person who is sixty years old prays with us in the Al-Jamih Mosque in the King Faisal district. He suffers from urinary incontinence — may Allah honor you — and cannot control himself. He urinates in his clothes until the urine reaches the mosque carpet. We were unable to wash the mosque carpet after him, so the worshippers began fleeing from completing the row in which this person prays. We prepared a special mat for him to pray on, which protects the mosque carpet from impurity. He leaves this spot and prays on the carpet. We informed him and his guardian — his brother and his nephew — that his presence in the mosque causes the worshippers to flee from the mosque. The mosque has developed an odor, even if (incense) is placed in it. We ask Allah, then your Eminence, for a ruling on this matter, which worries all Muslims, to the extent that all the worshippers have begun to doubt their prayers due to the impurity of the location, as it has not been purified, and he moves around the mosque. May Allah guide you and keep your steps steady, and may Allah preserve you. Peace be upon you and the mercy of Allah and His blessings.
A : If the condition of the person mentioned is as described, he is excused from praying in congregation and is prevented from coming to the mosque. We ask Allah for his recovery and patience in the face of this trial.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
