Obsessions that do not result in the actual discharge of urine

Machine translationRead the Arabic original
Fatwa No. ( 20302 )
Q: I am a young man, 23 years old, and I have obsessions. When I enter the restroom and after I relieve myself, I wash my private parts, then
I wait a little for any remaining urine to come out of the private parts—may Allah reward you—then I wash again and wipe it with a tissue. All of this takes a quarter of an hour, but I am surprised to find, after performing wudu and going to my room, a small amount of urine on the edge of the opening of the private parts , such that I can see it with my own eyes. I did not feel it coming out, but when I looked at it...

A: If urine is constantly coming out of you, then you perform wudu when you want to pray, and you pray according to your condition; for Allah the Exalted said:
Allah does not charge a soul except [with that within] its capacityلاَ يُكَلِّفُ اللَّهُ نَفْسًا إِلا وُسْعَهَا
[Al-Baqarah 2:286]
. And mere obsessions from which the actual discharge of urine is not confirmed have no ruling. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
