His Excellency asked a question, the text of which is as follows: With reference to the letter of the Commander of the Border Guard in the Jazan Region, number (29705) dated 23/12/1429 AH, a copy of which is attached, which stated that there are animals used by smugglers to smuggle prohibited items and bring them into our country via the borders after they have been trained by them so that they do not stop for anyone other than them. They ask about the ruling on killing them. In addition, these animals repeatedly enter and exit, but sometimes they are not carrying anything, as it is possible that they have delivered their load and are returning empty. It is difficult to stop them because they are trained to escape, evade, and run fast. So in this case as well, is it permissible to kill them? We hope that Your Eminence (may Allah preserve you) will provide an answer with urgency, given the pressing need for this matter, as is clear to Your Eminence.
After the Committee studied the inquiry, it answered: It is permissible to kill the animals that carry prohibited items, or are prepared for that, whenever their use or
preparation for this purpose becomes apparent, if their use cannot be prevented except by killing them, as mentioned; because, in the situation described, they become a means of spreading prohibitions and harming individuals, society, and the Muslim community.
