Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet. After that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the questioner, the Director General of the Ministry of Education, Dr. 'Umar ibn 'Abd Allah al-'Umar, in the Qassim region, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (6284) and date 23/11/1425 AH. The questioner asked a question, the text of which is as follows:
Referring to the letter from His Excellency the Director General of the Branch of the Ministry of Islamic Affairs, Endowments, and Guidance in the Qassim region, number (24/5/1721) and date 22/10/1425 AH, which was a response to our letter number (935/12/Q) and date 20/9/1425 AH, containing the presentation of some proposals regarding the care of the Noble Qur'an and some religious books. These proposals were presented to the Advisory Committee in the region, and the Committee endorsed all these proposals except for this paragraph, which states: "(Prohibiting bags that are dragged on the ground or placed behind the back, containing mushafs and valuable scholarly books)." The Committee saw fit to refer this to Your Eminence for consideration and the issuance of a fatwa to determine the ruling on this phenomenon, so that it may be communicated to the schools for the benefit of all, if Allah wills.

After the Committee's study of the inquiry, it answered that there is no harm in the student carrying his bag, which contains the mushaf, whether he carries it on his back or places it on the ground behind him or in front of him; because he does not intend to insult it by doing so, especially if the mushaf is inside the bag and not visible. This is a matter in which leniency is permitted.
