Q 2: Is it prescribed to call people to the prayer for rain with the adhan, given that some people do not attend the prayer because they forget or are unaware? Is the adhan prescribed in this case to remind and encourage them, or is it not prescribed?
A 2: It is not prescribed to make a call for the prayer for rain, for the Prophet (peace and blessings be upon him) and the Rightly Guided Caliphs after him prayed it without an adhan or an iqamah. It is not permissible to invent an act of worship that Allah and His Messenger have not authorized. When the imam intends to perform the prayer for rain, the Sunnah is to inform the people of the day of departure for the prayer so that they may prepare themselves with sincere repentance, abandoning sins, oppression, and grudges, and so that they may give from the good of their wealth in charity, among other things that encourage the removal of the withholding of rain.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
