Q 7: We have a matter that occurs and repeats every year, which is that people have become accustomed to praying the prayer for rain before the festival prayer, whether it is the Festival of Breaking the Fast or the Festival of Sacrifice. They do this by having the one who leads them in the festival prayer gather them and pray two rak'ahs, the prayer for rain, and then, after finishing these two rak'ahs, they pray the festival prayer. When we confront them about this, they say: "We are taking advantage of the large number of worshippers present." This matter is not limited to the two festival prayers only; rather, they also do this after the Friday prayer at a specific time of the year during drought and scarcity of rain. Their method is as follows: after the imam finishes the Friday prayer, he orders them to intend the prayer for rain, then he prays with them two rak'ahs like the two rak'ahs of the festival prayer. When we tell them: "The imam's supplication for rain at the end of the sermon is sufficient, and you should say 'Ameen' as the Prophet (peace and blessings be upon him) did," they say: "Our chief ordered us to pray the prayer for rain on Friday, and this is the best time for it, due to the gathering and large number of people." O esteemed Shaykh: We want a fatwa from you, so that perhaps we can convince
the people of the non-prescription of this prayer in this manner, if it is not prescribed. And if it is prescribed and in accordance with the truth, then praise be to Allah, Lord of the worlds.
A 7: It is sufficient for the imam to supplicate for rain in the Friday sermon, and he does not pray the prayer for rain afterwards; because the Prophet (peace and blessings be upon him) supplicated for rain in the Friday sermon and did not pray the prayer for rain afterwards, but he was content with the Friday prayer. The ruling is the same for the festival prayer: it is sufficient to supplicate for rain in the sermon, and it is not prescribed for him to pray the prayer for rain, neither before nor after it; because that is contrary to the guidance of the Prophet (peace and blessings be upon him). And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and companions.
