Question:
A listener (A. H. A.) from al-Kharj sent a message containing two questions. In his first question, he says: It is well known that the two sermons of the Friday prayer are delivered before the prayer, whereas the sermons for the prayer of the two festivals and the prayer for rain are delivered after the prayer. It is also well known that most people—may Allah guide them—hasten to leave the prayer of the two festivals and the prayer for rain before the imam begins to deliver the sermon. What is the ruling in Islam regarding delivering the sermons before the prayer of the two festivals and the prayer for rain, so that Muslims can benefit from the sermons, especially since the prayer of the two festivals and the prayer for rain are a confirmed recommended practice?

Answer:
It is obligatory for the people of Islam to follow the Messenger (peace and blessings be upon him) in what he brought, and to act as he acted, without adding their own opinions or making changes. The Prophet (peace and blessings be upon him) said:
offer your prayers in the way you saw me offering my prayersصلوا كما رأيتموني أصلي
Sahih al-Bukhari 6008
So Allah commanded the prayer in a general manner, and said:
And establish prayerوَأَقِيمُوا الصَّلاةَ
[al-Baqarah:43]
Maintain with care the [obligatory] prayersحَافِظُوا عَلَى الصَّلَوَاتِ
[al-Baqarah:238] The Messenger (peace and blessings be upon him) explained it and detailed it through his words and his actions. So Muslims must follow and not innovate. It is not permissible for Muslims to deliver the sermon for the festival or the sermon for the prayer for rain before the prayer... specifically the sermon for the festival.
As for the prayer for rain, there is evidence for both delivering the sermon before it and after it. However, the sermon for the festival is not delivered before the prayer; rather, one prays first, then delivers the sermon. This is what the Prophet (peace and blessings be upon him) did, and what his righteous successors and the Muslims did. When Marwan did what contradicted the Sunnah by delivering the sermon before the festival prayer, Abu Sa'id al-Khudri rebuked him for it.
In conclusion: It is obligatory for Muslims to pray as he (peace and blessings be upon him) prayed. It is a recommended practice for Muslims to attend the sermon for the festival and the sermon for the prayer for rain, and not to hasten away. This is the recommended practice for them: to attend and benefit. However, the departure of those who leave early does not justify delivering the sermon before the prayer. Rather, it remains as it was, as the Prophet (peace and blessings be upon him) did: he would pray the festival prayer, then deliver the sermon. As for Friday, its sermon is before the prayer. As for the prayer for rain, both practices are established: the sermon before it and after it. It is established that the sermon is like the prayer of the festival, and it is established that the sermon is before it like the Friday prayer. So the matter is broad in this regard, and praise be to Allah, regarding the prayer for rain. Yes.
