Q 2: Some people, when asked to seek aid from Allah for the sending down of rain and told that they must repent from sins, because they are the cause preventing blessings, including the prevention of rain, say: "These disbelievers have greater sins than us, and yet rain is constant for them. So is what you are saying not true?"
A 2: Denying what is established by the Book and the Sunnah, and what is reported in the hadiths by mass transmission,
is disbelief in Allah (Glorified and Exalted is He). Whoever denies seeking aid from Allah when the land is dry as a cause for the sending down of rain has denied the authentic hadiths regarding turning to Allah and seeking His aid (Glorified and Exalted is He). This involves lying to the verses that urge turning to Allah in times of hardship, as Allah the Exalted said:[Nuh 71:10-11]. Denying this and doubting it is a defect in the servant's tawhid (the oneness of Allah). Believing this and lying to the verses and hadiths concerning it is disbelief that expels one from the religion. Therefore, the one who says this must make sincere repentance from it. As for what is mentioned in the question, that disbelievers, despite their disbelief and multitude of sins, are given abundant rain, one should not be deceived by that. It is not evidence of Allah's pleasure or love for them. It may be a means of delusion from Allah for them. Indeed, Allah (Glorified and Exalted is He) allows the wrongdoer to continue and showers him with blessings until He seizes him, and then He does not let him go. The Exalted said: [Ali 'Imran 3:196-197], and the Exalted said: [Muhammad 47:12], and the Exalted said: [Al-Ahqaf 46:20],
and the Exalted said:[Yunus 10:24], and the Exalted said: [Al-An'am 6:44-45]. As for what Allah tests His believing servants with, such as poverty, calamities, scarcity of rain, and reduction in wealth, souls, and crops, that is a trial and examination from Allah for His servants, so that their attachment to Allah increases and their hope in Him grows. Whenever something of that befalls them, they know that it is from Allah, they turn to Him, they humble themselves, and they seek refuge in Him. Thus, their reliance on Allah strengthens, and their faith in Him strengthens. The Exalted said: [Al-Baqarah 2:155], and the Exalted said: [Muhammad 47:31]
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

(10) And said, 'Ask forgiveness of your Lord. Indeed, He is ever a Perpetual Forgiver. (11) He will send [rain from] the sky upon you in [continuing] showers
فَقُلْتُ اسْتَغْفِرُوا رَبَّكُمْ إِنَّهُ كَانَ غَفَّارًا (10) يُرْسِلِ السَّمَاءَ عَلَيْكُمْ مِدْرَارًا(196) Be not deceived by the [uninhibited] movement of the disbelievers throughout the land. (197) [It is but] a small enjoyment; then their [final] refuge is Hell, and wretched is the resting place.
لاَ يَغُرَّنَّكَ تَقَلُّبُ الَّذِينَ كَفَرُوا فِي الْبِلادِ (196) مَتَاعٌ قَلِيلٌ ثُمَّ مَأْوَاهُمْ جَهَنَّمُ وَبِئْسَ الْمِهَادُbut those who disbelieve enjoy themselves and eat as grazing livestock eat, and the Fire will be a residence for them.
وَالَّذِينَ كَفَرُوا يَتَمَتَّعُونَ وَيَأْكُلُونَ كَمَا تَأْكُلُ الأَنْعَامُ وَالنَّارُ مَثْوًى لَهُمْYou exhausted your pleasures during your worldly life and enjoyed them, so this Day you will be awarded the punishment of [extreme] humiliation
أَذْهَبْتُمْ طَيِّبَاتِكُمْ فِي حَيَاتِكُمُ الدُّنْيَا وَاسْتَمْتَعْتُمْ بِهَا فَالْيَوْمَ تُجْزَوْنَ عَذَابَ الْهُونِand the Exalted said:
until, when the earth has taken on its adornment and is beautified and its people suppose that they have capability over it, there comes to it Our command by night or by day, and We make it as a harvest, as if it had not flourished yesterday
حَتَّى إِذَا أَخَذَتِ الأَرْضُ زُخْرُفَهَا وَازَّيَّنَتْ وَظَنَّ أَهْلُهَا أَنَّهُمْ قَادِرُونَ عَلَيْهَا أَتَاهَا أَمْرُنَا لَيْلا أَوْ نَهَارًا فَجَعَلْنَاهَا حَصِيدًا كَأَنْ لَمْ تَغْنَ بِالأَمْسِ(44) So when they forgot that by which they had been reminded, We opened to them the doors of every [good] thing until, when they rejoiced in that which they were given, We seized them suddenly, and they were [then] in despair. (45) So the people that committed wrong were eliminated. And praise to Allah, Lord of the worlds.
فَلَمَّا نَسُوا مَا ذُكِّرُوا بِهِ فَتَحْنَا عَلَيْهِمْ أَبْوَابَ كُلِّ شَيْءٍ حَتَّى إِذَا فَرِحُوا بِمَا أُوتُوا أَخَذْنَاهُمْ بَغْتَةً فَإِذَا هُمْ مُبْلِسُونَ (44) فَقُطِعَ دَابِرُ الْقَوْمِ الَّذِينَ ظَلَمُوا وَالْحَمْدُ لِلَّهِ رَبِّ الْعَالَمِينَAnd We will surely test you with something of fear and hunger and a loss of wealth and lives and fruits, but give good tidings to the patient,
وَلَنَبْلُوَنَّكُمْ بِشَيْءٍ مِنَ الْخَوْفِ وَالْجُوعِ وَنَقْصٍ مِنَ الأَمْوَالِ وَالأَنْفُسِ وَالثَّمَرَاتِ وَبَشِّرِ الصَّابِرِينَAnd We will surely test you until We make evident those who strive among you [for the cause of Allah] and the patient, and We will test your affairs.
وَلَنَبْلُوَنَّكُمْ حَتَّى نَعْلَمَ الْمُجَاهِدِينَ مِنْكُمْ وَالصَّابِرِينَ وَنَبْلُوَ أَخْبَارَكُمْAnd success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
