Praise be to Allah alone, and may peace and blessings be upon the one after whom there is no prophet. Then: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the President General of the Committees, in his letter No. (195/1/S) dated 4/7/1411 AH, which was referred to the Permanent Committee by the General Secretariat of the Council of Senior Scholars with No. (3137) dated 11/7/1411 AH. His Excellency asked a question
contained in his letter, the text of which is as follows: I am forwarding to Your Eminence what was sent to me by the Acting Supervisor of the branch of the General Presidency for the Promotion of Virtue and Prevention of Vice in Makkah al-Mukarramah , No. (2/557/S) dated 21/6/1411 AH, and its attachments, regarding the observation that there is a headquarters for the National Bank in the building, with a mosque above it in the same building. Since the matter requires a fatwa, I wished to present it to Your Eminence for study, so that you may inform us of the ruling to act upon. May Allah preserve and care for you, and peace be upon you and the mercy of Allah and His blessings.
