The first and second questions of Fatwa No. ( 16492 )
Q1: There are those who call for the historicity of the Qur'anic texts , meaning: that the verses of the Qur'an were revealed in specific situations and places, and ended with the end of these situations, and that it is not permissible to apply analogical reasoning to them. If this is true, what is the position of the verses of rulings and laws, and what is the position of Islam regarding one who says or claims this claim?
A1: The texts of the Book and the Sunnah and the rulings of the Shari'ah are general for people and for all problems until the Day of Resurrection; due to the saying of Allah the Exalted regarding the Noble Qur'an:
that I may warn you thereby and whomever it reachesلأُنْذِرَكُمْ بِهِ وَمَنْ بَلَغَ
[Al-An'am 6:19]
, and due to His saying the Exalted
Say, [O Muhammad], "O mankind, indeed I am the Messenger of Allah to you allقُلْ يَا أَيُّهَا النَّاسُ إِنِّي رَسُولُ اللَّهِ إِلَيْكُمْ جَمِيعًا
[Al-A'raf 7:158]
and due to His saying the Sublime:
This [Qur'an] is notification for the people that they may be warned thereby and that they may know that He is but one God and that those of understanding will be reminded.
[Ibrahim 14:52]
, and this is an address to all people until the Day of Resurrection, and due to his saying (peace and blessings be upon him):
Indeed, I am leaving among you, that which if you hold fast to them, you shall not be misguided after meإني تارك فيكم ما إن تمسكتم به لن تضلوا: كتاب الله وسنتي
Jami` at-Tirmidhi 3788Sahih (Darussalam)
and other such evidence. The one who restricts the Shari'ah to those who have passed away is considered a disbeliever who has apostatized from the religion of Islam.
