There will be rulers, and you will know [the truth] and deny [the falsehood], so whoever casts them away is safe, and whoever withdraws from them is safe, and whoever mixes with them is destroyedسيكون أمراء فتعرفون وتنكرون، فمن نابذهم فقد نجا، ومن اعتزلهم فقد سلم، ومن خالطهم فقد هلك
or as he said. Please, is this hadith authentic? Because we saw it in (Sahih al-Jami' al-Saghir wa Ziyadatuhi), so we said: It contradicts what al-Bukhari and Muslim and others narrated from several Companions, reaching the level of mutawatir in not rebelling against the imam. We also see this as the position of the people of the Sunnah and the people of hadith, as Imam al-Tahawi indicated: (We do not see rebellion against our imams and rulers, even if they are unjust). Did we hit the mark or miss? Clarify and reveal the truth to us. And if the mentioned hadith is authentic, how do we reconcile between them?

A: The hadith you mentioned is authentic, and it does not contradict the belief of the people of the Sunnah regarding obedience and submission to the rulers in what is right, sticking to the community, and not rebelling against them even if they are unjust, unless they commit open disbelief; because the intended meaning of "nabdh" (casting away) in the hadith is: denial by the tongue, as explained by the commentators of the hadith. Al-Manawi said in (Sharh al-Jami' 4/132): "So whoever casts them away"
means: denies by his tongue what does not agree with the Shari'ah, "he is safe" from hypocrisy and flattery, "and whoever withdraws from them" while denying in his heart, "he is safe" from punishment for leaving the denial of evil, "and whoever mixes with them" while being pleased with their open sinfulness, (he is destroyed) meaning: he falls into what necessitates eternal destruction) end of quote. And in (Sahih Muslim ) there is what supports this meaning from the hadith of Umm Salama (may Allah be pleased with her) that the Prophet (peace and blessings be upon him) said:
Amirs will be appointed over you, and you will find them doing good as well as bad deeds. One who hates their bad deeds is absolved from blame. One who disapproves of their bad deeds is (also) safe (so far as Divine wrath is concerned). But one who approves of their bad deeds and imitates them (is doomed). People asked: Messenger of Allah, shouldn't we fight against them? He replied: No, as long as they say their prayer.إنه يستعمل عليكم أمراء فتعرفون وتنكرون، فمن كره فقد برئ، ومن أنكر فقد سلم، ولكن من رضي وتابع، قالوا: يا رسول الله، ألا نقاتلهم؟ قال: لا ما صلوا
