Is a vow considered a debt that must be fulfilled?

Fatwa No. ( 16698 )
Q: I intended, if Allah wills, to perform Hajj with my wife this year. When I calculate my savings up to the time of Hajj, I find that the amount is not sufficient for the expenses of Hajj and the sacrificial animal. Is it permissible for me to borrow the amount that completes the expenses? Knowing that my salary, which I will receive from my job at the end of the month of Dhul-Hijjah, is more than the amount I will borrow. Also, I have a vow in my debt, which is to donate 1200 riyals to contribute to the construction of one of the mosques in the Arab Republic of Egypt when I travel to Egypt. Is this vow considered a debt upon me that I must fulfill before Hajj? Knowing that we are paid a salary of three months combined in one lump sum before the trip, and the amount of the vow can be paid from it. Please inform us, may Allah reward you.
A: First: It is permissible for you to borrow money to complete the expenses of Hajj, but it is not obligatory for you to do so. Second: It is obligatory for you to fulfill the vow of money mentioned at the time you specified; because the vow mentioned is a vow of obedience, and it is established that the Prophet (peace and blessings be upon him) said:Sahih al-Bukhari 6696 . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
