The fifth, thirteenth, and sixteenth questions from fatwa number ( 8267 )
Q 5: A man swore an oath saying, "By the mushaf," and then broke his oath. Does he owe an expiation? Is an oath by the blessing of Allah or by the Ka'bah valid or not?
A 5: It is permissible to swear by the Qur'an; because it is the speech of Allah, and His speech is one of His attributes, and it constitutes a valid oath. If he breaks it, he owes its expiation. As for swearing by the blessing of Allah or by the Ka'bah of Allah, it is not permissible, and it does not constitute a valid oath; due to the saying of the Prophet (peace and blessings be upon him):Riyad as-Salihin 1711 .
Q 13: A man broke his oath and wanted to expiate it, so he fasted for three consecutive days, even though he was able to feed ten poor people. Is the ruling dropped from him or not?
A 13: Fasting is not sufficient if one is able to feed, clothe, or free a slave; because Allah (Glorified and Exalted is He) conditioned the sufficiency of fasting on the absence of food, clothing, or a slave to free, and He said:[Al-Ma'idah 5:89]
Q 16: In the expiation for an oath, is it obligatory to provide cooked, ready-to-eat food, or is it permissible to provide dry food, such as rice and barley?
A 16: Both are sufficient. If he prepares food and invites ten poor people, or if he gives out five sa' (a dry measure of about 3 kg), with each poor person receiving half a sa', it is sufficient. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

So its expiation is the feeding of ten needy people from the average of that which you feed your [own] families or clothing them or the freeing of a slave. But whoever cannot find [or afford it] - then a fast of three days [is required]. That is the expiation for oaths when you have sworn
