The fourth question of Fatwa No. ( 20969 )
Q4: Is envy present in Islam or not? And if there is envy among people, how should one deal with them?
A4 : Envy is wishing for the removal of the blessing that Allah has bestowed upon the envied person. Allah commanded His Prophet (peace and blessings be upon him) to seek refuge from the evil of the envier when he envies, and He said:[Al-Falaq 113:1-5] The meaning of "when he envies" is: when he manifests what is in his heart of envy and acts upon it, and his envy drives him to inflict harm upon the envied person. Envy has degrees: The first is that a person loves the removal of the blessing from his Muslim brother, even if it does not transfer to him; rather, he dislikes Allah's bestowal upon others and is pained by it. The second is that he loves the removal of the blessing from others because of his desire for it, hoping that it will transfer to him. The third is that he wishes for himself a blessing like that, without loving its removal from
others; this degree is permissible and is not of envy in any way, but rather it is ghibtah (admiration). The envier harms himself in three ways: First: acquiring sins, because envy is forbidden. Second: bad conduct toward Allah the Exalted, for the reality of envy is disliking Allah's bestowal upon His servant and objecting to Allah in His action. Third: the pain of his heart due to the abundance of his worry and grief. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

(1) Say, "I seek refuge in the Lord of daybreak (2) From the evil of that which He created (3) And from the evil of darkness when it settles (4) And from the evil of the blowers in knots (5) And from the evil of an envier when he envies."
قُلْ أَعُوذُ بِرَبِّ الْفَلَقِ (1) مِنْ شَرِّ مَا خَلَقَ (2) وَمِنْ شَرِّ غَاسِقٍ إِذَا وَقَبَ (3) وَمِنْ شَرِّ النَّفَّاثَاتِ فِي الْعُقَدِ (4) وَمِنْ شَرِّ حَاسِدٍ إِذَا حَسَدَothers; this degree is permissible and is not of envy in any way, but rather it is ghibtah (admiration).
