The second question of Fatwa number ( 13845 )
Q2: Is it permissible for a person to mention his Lord saying: “O Allah, You are everything, and from You is everything, and to You is everything, and by You is everything, and everything is everything, by Your mercy, O the Most Merciful of the merciful” ?
A2 : This form of seeking nearness has no basis. What is prescribed is that the servant seeks nearness to Allah, the Exalted, through faith and righteous deeds, as Allah the Exalted said:[Al-A'raf 7:180] , and in the Sunan it is narrated from Abdullah ibn Buraydah from his father: Mishkat al-Masabih 2289 , and in the two Sahihs it is narrated from Abdullah ibn Umar (may Allah be pleased with them both) who said: I heard
the Messenger of Allah (peace and blessings be upon him) say: . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

And to Allah belong the best names, so invoke Him by them
Buraida told that God’s messenger heard a man saying, “O God I ask Thee by virtue of Thy being God than whom there is no god, the One, He to whom men repair, who has not begotten and has not been begotten, and to whom no one is equal,” and said, “He has supplicated God using His greatest name, when asked by which He gives and when supplicated by which He answers.”
فقال: ( لقد سألت الله بالاسم الذي إذا سئل به أعطى، وإذا دُعي به أجابthe Messenger of Allah (peace and blessings be upon him) say:
Three men from those before you set out until the night overtook them, and they took shelter in a cave and entered it. A rock slid down from the mountain and blocked the entrance to the cave. They said: “There is nothing that will save you from this rock except that you call upon Allah with your righteous deeds.” One of them said: “O Allah, I had two old, elderly parents, and I never gave anyone or any wealth before them. One day, I went out to gather wood and did not return to them until they had fallen asleep. I milked their evening milk and found them sleeping, so I disliked waking them or giving anyone or any wealth before them. I waited with the cup in my hand for them to wake up until the dawn broke, while my children were crying at my feet. They woke up and drank their evening milk. O Allah, if I did that seeking Your face, then relieve us of what we are in regarding this rock.” So the rock opened a little, but they could not get out. The second said: “O Allah, I had a cousin who was the most beloved person to me, and I desired her, but she refused me, until a year of famine struck her. She came to me, and I gave her one hundred and twenty dinars on the condition that she would allow me to be with her. She did so, but when I was about to have my way with her, she said: ‘Fear Allah and do not break the seal except with its right.’ So I turned away from her, and she was the most beloved person to me, and I left the gold I had given her. O Allah, if I did that seeking Your face, then relieve us of what we are in.” So the rock opened, but they still could not get out. The third said: “O Allah, I hired workers and paid them their wages, except for one man who left what was due to him and went away. I invested his wage until wealth multiplied from it. After some time, he came to me and said: ‘O servant of Allah, pay me my wage.’ I said to him: ‘Everything you see of camels, cattle, sheep, and slaves is your wage.’ He said: ‘O servant of Allah, do not mock me.’ I said: ‘I am not mocking you.’ So he took it all and drove it away, leaving nothing of it. O Allah, if I did that seeking Your face, then relieve us of what we are in.” So the rock opened, and they walked out.
