Q 1: There have appeared among us people with divergent opinions and differing beliefs who contradict the majority of Muslims in these matters and call the youth and women to them. We summarize them as follows: They declare disbelievers (kuffar) the Muslims who live under the man-made system that rules by other than what Allah has revealed, even though these Muslims believe in Allah and what the Messenger of Allah (peace and blessings be upon him) brought, and they obey Allah and His Messenger to the extent of their ability and capacity, and they hate everything that contradicts the pure Islamic Shari'ah.
A 1: It is not permissible to declare disbelievers (kuffar) the Muslims who live under the ruling system that rules by other than what Allah has revealed, as long as they hold their hearts firm upon faith in Allah and His Messenger, fulfill what Allah has made obligatory upon them according to their ability, and hate everything that contradicts the pure Islamic Shari'ah. The great sin and the heavy burden are upon those who introduced these laws into the lands of the Muslims, and who promoted them, approved them, and were satisfied with them. We seek refuge in Allah from abandonment and tyranny.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
