The Shaykh : The obligation is to begin by establishing the foundation for setting up a state that rules by what Allah has revealed; because we know that the master of mankind and the best of people in faith and striving in the path of Allah, his government on the day Allah revealed [to his heart]:

; his government was not a government that ruled by what Allah had revealed, but he remained in Makkah for the remainder of the ten or thirteen years—according to differing opinions—and he was unable to rule by what Allah had revealed, but when he moved and migrated from Makkah to al-Madinah, there he began, meaning, to implement... and he is the Messenger of Allah; so... (peace and blessings be upon him) we must rule by what Allah has revealed, but with the ability to do so, not without the ability; because Allah says:
Allah does not charge a soul except [with that within] its capacity لَا يُكَلِّفُ اللَّهُ نَفْسًا إِلَّا وُسْعَهَا
[Al-Baqarah 2:286]
