Q11: In our area, the government counts the sheep and sends feed based on the number they take from you. Some Muslims bribe the man who counts the sheep to increase the number, so feed comes for the number he recorded, even though the feed is only sufficient for the actual number present. Please issue a ruling on this matter.
A11: It is not permissible to give or take a bribe. What the man who counts the sheep does by increasing the number of sheep is lying, and lying is forbidden. It is a form of cooperation in sin and aggression, and Allah the Exalted has forbidden it in His saying:[Al-Ma'idah 5:2]. What the owner of the sheep takes as extra feed based on a false increase in the number of sheep is forbidden for him. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
