The fourth question of the fatwa numbered ( 19346 )
Q 4: Is it permissible for us to say: “We seek blessing in the Qur’an” or “We seek blessing in the Hadith of the Prophet (peace and blessings be upon him)”? And is it permissible for us to say when a blessing befalls us (such as an increase in knowledge or understanding of an issue, for example): “This happened by the grace of Allah first, and by the blessing of the Qur’an and the blessing of the Hadith of the Messenger of Allah (peace and blessings be upon him)”? And how desirable it would be if you would assist us with a rule by which we can distinguish between what is permissible to seek blessing in and what is not?
A 4: Reciting the Qur’an and acting upon it is among the greatest causes of various types of blessing,
and likewise acting upon the guidance of the Prophet (peace and blessings be upon him) and his Sunnah; in it is all good and the greatest blessing. Allah the Exalted said:[Al-An'am 6:155], and Allah, Glorified and Exalted is He, said: [Al-Anbya 21:50], and He, Exalted is He, said: [Sad 38:29]. Among the meanings of blessing is the establishment of good, its continuity, its abundance, and its increase. The rule regarding what is permissible to seek blessing in and what is not is: to stand by the texts of the Shari’ah. So, in what seeking blessing has been legislated, we seek blessing, and in what there is no text, the original ruling is that seeking blessing in it is not legislated. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.

And this [Qur'an] is a Book We have revealed [which is] blessed, so follow it and fear Allah that you may receive mercy.
وَهَذَا كِتَابٌ أَنْـزَلْنَاهُ مُبَارَكٌ فَاتَّبِعُوهُ وَاتَّقُوا لَعَلَّكُمْ تُرْحَمُونَAnd this [Qur'an] is a blessed message which We have sent down. Then are you with it unacquainted?
وَهَذَا ذِكْرٌ مُبَارَكٌ أَنْـزَلْنَاهُ أَفَأَنْتُمْ لَهُ مُنْكِرُونَ[This is] a blessed Book which We have revealed to you, [O Muhammad], that they might reflect upon its verses and that those of understanding would be reminded.
كِتَابٌ أَنْـزَلْنَاهُ إِلَيْكَ مُبَارَكٌ لِيَدَّبَّرُوا آيَاتِهِ وَلِيَتَذَكَّرَ أُولُو الأَلْبَابِ
