The fourth question of Fatwa No. ( 17749 )
Q 4: I read an answer in the Islamic Research Journal, issue ( 33 ), of Fatwa No. ( 9234 ), and the answer was unclear to me. I understood that the phrase used by the author of the book about which the fatwa was requested was not befitting with regard to Allah, and that it contained bad manners toward Him (Glorified and Exalted is He), but the intended meaning is sound and there is no harm in it. This is the point of difficulty, as it appeared to me that he interpreted tawhid (the oneness of Allah) as sovereignty only, and this is an incomplete interpretation; because it is not what the prophets and messengers intended from their nations in the first place. Please clarify this fatwa and explain the truth in it.
A 4: The interpretation of Muhammad Qutb in the aforementioned book of the phrase La ilaha illa Allah as sovereignty is not correct. The correct interpretation of this great phrase is to say: La ilaha illa Allah, its meaning is: There is no deity worthy of worship in truth except Allah (Glorified and Exalted is He). Allah the Exalted said:
[Al-Hajj 22:62] , and this is how the scholars of old and new have interpreted it. As for sovereignty, it is a part of its meaning. May Allah increase you in knowledge and insight. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.

That is because Allah is the Truth, and that which they call upon other than Him is falsehood, and because Allah is the Most High, the Grand.
