The third and fourth questions of Fatwa No. ( 3567 )
Q 3: A person has rights with another and is unable to recover them. He has tried to pay a bribe. Should he pay it? What is the ruling on the bribe in this case for the one who pays it?
A 3: He may settle for a portion of the money, whereby a part of his right is waived by the one who holds it, and he receives the rest. Or he may bring the matter to the authority. And whoever fears Allah, He will make ease for him in his affair.
Q 4: If a person has transactions in some government offices, and if he does not pay
a bribe to the official, the transactions will be halted, should he pay it?
A 4: It is not permissible for him to pay a bribe to clear his transaction. Rather, he should report the official to his superior. And whoever fears Allah, He will make ease for him in his affair. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
