Q5: A man has a transaction or a legal document regarding a house, but he cannot obtain the deed or the document except by paying a sum of money in exchange for it. Is this permissible, or is it considered a bribe , or does it fall under the saying of the Messenger of Allah (peace and blessings be upon him): ? It is known that if he does not pay this sum, his document or house deed may be delayed for years.
A5: One who has a transaction or a legal document should strive to complete it according to the established procedures. If someone demands a bribe from him, it is not permissible for him to pay it to him, and he must report it to his superior. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
