Q9: What is the ruling on false testimony in places where it is clear that it does not harm anyone, even if it is for the interests of the government?
A9: False testimony is forbidden absolutely. Allah the Exalted said:
So avoid the uncleanliness of idols and avoid false statement,فَاجْتَنِبُوا الرِّجْسَ مِنَ الأَوْثَانِ وَاجْتَنِبُوا قَوْلَ الزُّورِ
[Al-Hajj 22:30]
, and it is established from the Prophet (peace and blessings be upon him) in the hadith of Abu Bakrah (may Allah be pleased with him), that the Messenger of Allah (peace and blessings be upon him) said:
"Shall I not inform you of the biggest of the great sins?" We said, "Yes, O Allah's Messenger (ﷺ)" He said, "To join partners in worship with Allah: to be undutiful to one's parents." The Prophet (ﷺ) sat up after he had been reclining and added, "And I warn you against giving forged statement and a false witness; I warn you against giving a forged statement and a false witness." The Prophet kept on saying that warning till we thought that he would not stop.ألا أنبئكم بأكبر الكبائر؟ قلنا: بلى يا رسول الله، قال: الإشراك بالله، وعقوق الوالدين، وكان متكئا فجلس فقال: ألا وقول الزور، ألا وشهادة الزور. فما زال يكررها حتى قلنا: ليته سكت
Sahih al-Bukhari 5976
. It was narrated by the two Shaykhs in (the two Sahihs).
