Q 9: Is it permissible to establish Islamic parties in a secular state where the parties are official under the law, but their goal is otherwise, and their da'wah work is secret?
A 9: It is prescribed for Muslims afflicted by residing in a disbeliever's state to gather, bond, and cooperate with one another, whether that is under the name of Islamic parties or Islamic associations; because of the cooperation in righteousness and piety that is involved in that.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
