Q: Who created evil? My brother and I discussed this matter in religion. I told him: Evil is from the creation of Allah. Just as Allah created good, He also created evil. Just as He created Paradise, He created the Fire. Just as He created the believer, He created the disbeliever. My brother, however, says: Evil is the work of man, and Allah does not create anything but what is good and beneficial for people. He asked me: How can Allah create evil and then punish us when we commit it or do it? I told him: Allah commands good and forbids evil, and there is a difference between the command and the creation. Allah created the Fire, but He forbids us from it. Each of us held to his opinion with conviction. If the
Truth, Glorified and Exalted is He, says:
And mankind have not been given of knowledge except a little."وَمَا أُوتِيتُمْ مِنَ الْعِلْمِ إِلا قَلِيلا
[Al-Isra 17:85]
then I know that I have been given only a little of knowledge; therefore, I argued with him to the extent of my knowledge and with conviction. I know that this brother knows more of the matters of religion than I do, but he was unable to convince me, and I was also unable to convince him. I know that my opinion, for me and to the extent of my knowledge, is correct, but I also know that it is subject to error, and his opinion is wrong but subject to being correct. I also know that Allah forbids us from arguing without knowledge; therefore, I wrote this letter to your eminence for guidance, may Allah reward you. I ask the Lord, Mighty and Majestic, to inspire us all with guidance and correctness, for He is the All-Hearing, the All-Knowing. And our final prayer is that all praise is due to Him, the Lord of the worlds. With thanks in advance for the response and guidance, and may peace and the mercy of Allah and His blessings be upon you.

A : The principle is the universality of Allah's creation of all things. Allah the Exalted said:
Allah is the Creator of all thingsاللَّهُ خَالِقُ كُلِّ شَيْءٍ
[Ar-Ra'd 13:16]
And He said:
While Allah created you and that which you do?"وَاللَّهُ خَلَقَكُمْ وَمَا تَعْمَلُونَ
[As-Saffat 37:96]
. So Allah, Glorified is He, created good and commanded it and loved it, and He created evil and forbade it, and Allah does not love it. There is a difference between Allah's creation of things and His will for them, and between His love for them, His command of them, and His satisfaction with them. Allah the Exalted said:
If you disbelieve - indeed, Allah is Free from need of you. And He does not approve for His servants disbelief. And if you are grateful, He approves it for youإِنْ تَكْفُرُوا فَإِنَّ اللَّهَ غَنِيٌّ عَنْكُمْ وَلاَ يَرْضَى لِعِبَادِهِ الْكُفْرَ وَإِنْ تَشْكُرُوا يَرْضَهُ لَكُمْ
[Az-Zumar 39:7]
And He
the Exalted said:
And Allah does not like corruption.وَاللَّهُ لاَ يُحِبُّ الْفَسَادَ
[Al-Baqarah 2:205]
. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
